More than 40% of U.S. adults struggle to get by, according to a new report from the Consumer Financial Protection Bureau.
It found that the financial wellbeing of U.S. adults varies widely and savings are the most reliable indicator of health, even more than the amount of education and income. The people who were able to manage emergency situations were in top shape.
The agency conducted a massive national survey to measure the state of financial well-being. A concept that it defines as
feeling confident about finances
being able to absorb the financial shocks
staying on track towards financial goals, and
feeling free to make choices that let you enjoy life

Keep track of your spending categories
Check out what you've put into your accounts, upcoming bills, and how much you're on track to save.

The survey, which was conducted in the latter half of 2016, included Americans to provide information about their earnings, savings and views on money. The survey's results, as reported in the Financial Well-Being in America report revealed that 43% of respondents struggled to pay their bills, and 34% of respondents had faced money problems in the past year, like running out of food or being unable to pay for medical care.
A score to measure the financial health of consumers
The survey respondents also received a "financial wellbeing score" between 100 and 0. The mean score was 54.
The report noted that around a third of people were between 51 and sixty, another third scored higher than that range and the remainder were below it.
People with scores that were 50 or lower were more likely to be experiencing hardship, while those who scored over 61 are more likely to be able to meet their financial needs.
Age-related disparities were found. Seniors over 65 scored the best around 10 points higher than the young adults of the 18-to 34 age group, who scored the worst.

A safety net is crucial
The CFPB conclusions show that a safety net of savings can have a significant impact on the stability of financial markets. Adults who have less than $250 in savings scored an average score of 41. Those with savings of at least $5,000 scored well above average.
The size of a respondent's financial cushion, as the CFPB noted is the best measure of wellbeing, more than education or income.
For most people, that financial cushion starts with these fundamentals:
As little as $250 at the bank could keep you from going into debt over each unexpected expense.
It's easier to fill your emergency fund if are aware of how much money is coming in and you have a plan of where it will be used.
Select a strategy that can help you put a dent in your debt. When you pay less creditors, you are able to contribute more of your money towards building the financial foundation.

After you've completed those three steps, you'll be able to set more long-term goals like investing in retirement savings.
Factors that affect financial wellbeing
Here are some of the factors that significantly improved financial wellbeing for people, the CFPB discovered:
A savings cushion
Being a financial expert
You feel confident in your finances
Saving money on a regular basis

However, these experiences had strong negative associations for financial health:
Having been denied credit
Have you ever used payday loans, pawn loans or auto title loans
Being contacted by a debt collector

The survey found no differences in financial health because of gender or region. There were only slight variations due to being part of one particular ethnic or racial group, with whites who are not Hispanic experiencing higher levels of financial health than the other groups.
